Set in 1940s Los Angeles, City of Angels is a game of mystery, deception, and investigation. The majority of players take on the roles of LAPD detectives who are willing to do anything to successfully complete a case. However, one player takes on the role of "Chisel", whose sole goal is to mislead investigators through bluffs, manipulation, and (often) outright lies every turn. Each player receives a separate, detailed book with information about the nine cases at City of Angels. Each crime is a carefully crafted mystery that can unfold in different ways. City of Angels uses the innovative ARK (Adaptive Response Map) system to create the feeling of questioning a suspect. With the help of the reaction cards, the "Chisel" carefully selects what the suspects reveal to the investigators. Players can question answers they think are lies, but there is a risk involved: if they are wrong, the "Chisel" will gain influence over them.
